Personal Independence Payment (PIP)

In March 2025 the government announced changes to welfare benefits including PIP. The reforms will toughen the rules to qualify for PIP and therefore a proportion of the existing people who claim PIP may no longer be entitled to the benefit.

PIP is a tax-free payment given to adults aged over 16 to help with some of the extra costs caused by long-term disability or ill-health regardless of employment status.

PIP has two parts: the Daily living part for those with difficulties with everyday activities, at a lower rate of £73.90 or a higher rate of £110.40 weekly; and the Mobility part for those with difficulties getting around, at a lower rate of £29.20 or a higher rate of £77.05 weekly. People can qualify for one or both parts, and the rate received depends on a points system.

From 8 April 2013 The Department for Work and Pensions (DWP) started to replace Disability Living Allowance (DLA) for working age people with PIP.

In January 2025, there were 12,570 people receiving PIP, 63.8% up from January 2020 (7,672). 52% of claimants receive Daily Living Higher rate whilst 44% of claimants receive Daily Living Lower rate. 48% of claimants receive Mobility Higher rate whilst 30% of claimants receive Mobility Lower rate.

Psychiatric disorders account for 38.4% of the claims, the largest share of all claims.

Psychiatric disorders also account for the largest increase in number with 2,268 more claims from January 2020 to January 2025.

Mental health PIP claims

Among Psychiatric disorders, Mixed anxiety and depressive disorders had the largest share of claims with 27.6%.

Mixed anxiety and depressive disorders also had the largest increase in numbers with 764 more claims from January 2020 to January 2025. Autistic spectrum disorders has the second highest increase in numbers with 414 more claims.

PIP claims by Age

In January 2025, almost half of all PIP claims came from people aged 50 to 69 years.

From January 2020 to January 2025, all age bands had increased in number of claims, with the largest increase coming from the age band 60 to 64 with 695 more claims which corresponds to 60% change.

PIP Mental health claims by Age

In January 2025, of the people with Psychiatric disorders, younger adults accounted for the largest share of claims, with the 16 to 24 years olds accounting for 22.5% of claims.

For Psychiatric disorders, people aged 16 to 19 and 20 to 24 also showed the largest increase in number of claims from January 2020 to January 2025, with 287 and 279 additional claims respectively.

There has been a shift in the ages with the largest proportion of claims, in addition to an increase in numbers for all age bands. In January 2020, the age band 55 to 59 had the largest proportion of claims, whilst in January 2025 the age band 20 to 24 accounted for the largest proportion of claims.

PIP Physical health claims by Age

Half of the people with a Physical health related claim were aged 55 to 69 years old.

The age band 60 to 64 had the largest increase in numbers of claims from January 2020 to January 2025 with 482. Followed by 70 to 74 and 65 to 69 with 407 and 387 additional claims respectively.

PIP claims by Area

In January 2025, MSOAs with the largest share of PIP claims were Partington, Old Trafford and Broadheath & Firsway with 8.6% , 7.7% and 6.8% of Trafford’s claims respectively.

Partington, Old Trafford and Broadheath & Firsway also had the largest increase in numbers from January 2020 to January 2025 with 503, 376 and 365 more claims respectively.
